Terms of service
Last updated: 30 September 2026
1. These terms
This service is operated by Pillar & Associates, LLC, a Wyoming limited liability company (“we”, “us”). By creating an account or using the service, you agree to these terms. If you use it for a business, you confirm that you are authorized to agree on the business’s behalf.
2. What the service does
The service is software. It applies a database of Arizona requirements that we curate from published statutes, administrative rules and agency sources to the answers you give us. It produces a licensing roadmap and a Policy Review of your policy manual and, on paid services, an assembled policy manual and forms. Each requirement it shows carries the citation it comes from, so you can check it against the source.
3. What the service is not
- It is not legal advice. We are not your lawyers or your consultants, and using the service does not create an attorney-client or consulting relationship.
- Licensing, survey and enrollment decisions are made by the Arizona Department of Health Services, local jurisdictions and other agencies, not by us. We do not guarantee that you will be licensed, pass a survey, be enrolled with any payer, or avoid a deficiency.
- Wording the service suggests is recommended corrective language. Whether it is adequate for your facility is a matter for the surveyor reviewing it.
- Rules change. Each requirement is current as of the date the service shows. Check the cited source before you rely on it, and ask an attorney about legal questions.
4. Your account
Give us accurate information, keep your password secure, and tell us promptly if you think someone else has used your account. You are responsible for activity under your account. Do not let anyone outside your organization use it.
5. Your content
You own what you enter and upload. You allow us to store and process it only to provide the service and as our privacy policy describes. You confirm that you have the right to upload it, and that it contains no information identifying any patient or resident.
6. The free Policy Review
Each facility may have one complimentary Policy Review.
7. Paid services
The paid Licensing Launchpad and other paid services are quoted to you in writing before you buy. The quote states what is included and the price. Payment is due as your invoice states. Paid features are available once payment is received.
8. How you may use what the service produces
You may use what the service produces for your own facilities, including giving it to regulators, surveyors, your staff and your advisers. You may not copy, resell or republish our requirement database, or the service’s output, for anyone else’s use; scrape the service or reverse engineer it; interfere with its operation; or upload anything harmful or unlawful.
9. Our property
The software, the curated database and the service’s design belong to us. The statutes and rules themselves are public law, and we claim no ownership of them.
10. Changes to the service
We may change or discontinue features. We work to keep the service available but do not guarantee that it will always be available or error-free.
11. Ending
You may stop using the service at any time, and you may ask us to close your account. We may suspend or close an account that breaks these terms or leaves an invoice unpaid. Sections 3, 5, 8, 9, 12, 13 and 14 continue after an account closes.
12. Disclaimers
The service is provided “as is” and “as available”. To the extent the law allows, we disclaim all implied warranties, including merchantability, fitness for a particular purpose, and accuracy or completeness.
13. Limit of liability
To the extent the law allows, we are not liable for indirect, incidental, special or consequential losses, including lost profits, regulatory fines, deficiency citations, or a delayed or denied license. Our total liability for any claim is limited to the greater of the amount you paid us in the 12 months before the claim arose, or $100.
14. Governing law
These terms are governed by the laws of the State of Arizona. Any dispute will be decided in the state or federal courts located in Maricopa County, Arizona.
15. Changes to these terms
If we change these terms, we will post the new version here with a new date. If a change is significant, we will also email you. Continuing to use the service after a change means you accept it.
